Instructions
Preheat oven to 350°F (175°C). Grease, flour, and line two 9-inch pans with parchment.
Mix dry ingredients, then add eggs, milk, oil, and vanilla; beat for 2 minutes. Stir in boiling water until thin.
Divide batter into pans and bake for 30 minutes. Cool completely.
Heat caramel sauce and heavy cream until smooth. Spread half over first layer, top with second layer, then remaining caramel.
Sprinkle toffee bits and chocolate chips on top. Let sit for 15 minutes before slicing.
Notes
Ensure the cake is fully cooled before adding caramel to prevent melting.
