Instructions
Melt butter in a large pot, cook ground beef until browned, then drain excess fat.
Add minced garlic and Italian seasoning, sauté 1-2 minutes until fragrant.
Pour in beef broth, add pasta, stir to submerge, bring to boil, then simmer 10-12 minutes until tender.
Stir in Parmesan cheese, add heavy cream or milk if desired, and mix until smooth.

Notes
